Dhawal has worked with 10 state (provincial) governments and 4 central (federal) government ministries/departments in India, leading major national and state-level programs such as 'Make in India,' 'Ease of Doing Business,' 'Startup India,' and the 'Panchayats Enterprise Suite,' which oversees fund planning, asset records, and citizen partnerships across 250,000+ panchayats in India.

At the state level, Dhawal has worked on various initiatives, including promoting local industries and agribusinesses in international markets and helping small business owners understand and access government policies, schemes, and bank loans to establish or grow their enterprises.

He has extensive experience managing large-scale projects for national/provincial governments and international clients in the Middle East and Africa. He has co-authored three thought leadership papers in the areas of startups and regulatory reforms.

His work has involved engaging with diverse communities across the country and collaborating with government officials and corporate stakeholders.
